There are 2 bars under your name meter: blue for Special and yellow for Finishers.
The Special bar is used for signatures and kip-ups, and is built up by taking/dealing damage and kicking out of pins. You can do signatures easily by not always pressing RB/R1 to kip up.
Build the Finisher bar by dealing damage. Completing a signature always gives 1 Finisher bar segment.
And FYI, crowd taunts boost the Special bar while opponent taunts boost damage.
