Police can run your plates at anytime, because your car is in public when away from your property. License plates are public and can be recorded and police can run them whenever they want to.
Your nervousness does not trump his 1st Amendment rights. Something law enforcement needs to learn since they swore an oath to defend it. Police know our rights about as well as a rock knows our rights. Ask any police officer to tell you the 5 elements of the 1st Amendment and see if any can do it. 1 Freedom of Speech, 2 Freedom of Religion, 3 Freedom of the Press, 4 right to peacefully assemble on public property, and 5 the right to redress your grievances against your government(protest)!! I have yet to find an officer that knows all 5.

So this youtube channel basically goes up to officers to try and harass them and try to upset them on video just to talk trash about cops. If YOU get attacked or hurt in NYC who are you going to call? This same officer would save your life in an emergency. Why distract them from doing their job.
