Love may allow free will, but love always protects, and tries to stop harm. It seems God could allow free will and still stop people from harming each other. To say he must stop every sin to stop abuse just seems to not make any sense, it does not follow logically. You would not allow a stranger to break into your house and molest your child in front of you to protect the stranger's "free will." Nor would you tell your child, "If I stop that stranger from molesting you, I'd have to stop you when you don't clean your room!" The problem is much harder than you seem to realize, and I don't think it should be trivialized.
