First, I love this series, and logically, thinking there might be some sort of drama going on as a new one-piece remake happens. The old one might get irrelevant (that won't happen I believe), and no one watches it. Therefore, they are also trimming it.
It's way more likely because fishman island arc is the first arc after the timeskip. You have wit studios focus more on the arc before the time skip paralleling with the live action netflix show, so the anime is rebrushing the arcs after the timeskip to refresh the memory of all the one piece plot
This could make one piece semi seasonal with remastering all the post timeskip arcs and then the main stuff with better pacing to keep one piece all year round
But I don't understand one thing, they took a break until next year from the egghead arc, to improve the animations, and that's fine. But why bother redoing the fishman island arc? Doesn't it take up their time? Also because honestly, there wasn't much need for it. I can't watch the same things again, even if with better animations it bores me, because I already know what happens. I'd rather either not do anything until next year, or do specials (OVA) like "fan letter", which was really nice. Maybe show us Points of View Of normal people etc. and they could release them every now and then, not always, with normal animations, without overdoing it, just to entertain us.
