diamond city is so weird. extremely fortified, but also neighbours a bunch of threats. like most people probably wouldn't be able to leave without an armed escort, right?
personally I'd choose zion canyon, it isn't without its own dangers but i'd still say its a lot more safe and the people are more agreeable assuming you don't encounter the white legs first
That’s tough… there’s Zion pre-Legion, WestSide, Jacobstown, Goodsprings, the Atom Cats’ Garage. Honestly that’s all I got. Places in Fallout 4 kinda suck if I’m a wastelander. New Vegas has some great spots, the worst threats are the wildlife for the most part. So I really can’t pick one where I’d live since there’s some tough contenders for me.
Probably Sanctuary Hills. Yeah you gotta rough it a bit, but there's already houses and it's kinda out of the way. Apart from the "defend" radiants, real life seems pretty chill there.

Either sanctuary. Due to its relatively close vault nearby. With enough mods this can be another diamond city 2.0. Or maybe nuka world. Despite the raiders being there mods for minuteman to take over exists.
I'd live in the citadel Eldar Lyons always wanted to help the people of the wasteland and they have military training the oil rig or Navarro or maybe live in the brotherhood bunkers in California
Anyone remember the mystery island in fallout 4? All that would require is a boat and keeping the radio in check and you could become a trade hub for boats, and the castle is right across the water too. Or maybe a vault like 111 or maybe sanctuary hills, WHY NOT BOTH!!
I have only played 3, NV, and 4. But Rivet City, Megaton, and Tenpenny Tower seem to be the tree safest settlements in those 3 games. With Goodsprings and Novac rounding out 4th and 5th places
Goodsprings. Small town, clean water, geckos, and big horners for meat, and plenty of buildings to live in. They seem like they could use a handyman to help fix up things, and make some defenses. They only thing I don't like is the heat of the desert.
I would think either in an abandoned Vault (if you can find out what happened there) or some place hard to get to. Like an overpass or a highrise. You might be scrambling for food, though
Anywhere in the NCR, as they have a proper military. They presumably take care of serious mutant and raider threats within their borders, as evidenced by the Khans being kicked out.
Rivet city post fallout 3(good ending), unlimited fresh water, the super mutant threat had been tracked down and was probably eliminated, and raiders weren't too big of an issue. Enclave remnants and outcasts pose a threat but also mean high value salvage.
Also I never bothered to figure out but if Lyons splinter group still holds to their values than you have the best security force in the wasteland..

NCR capital, new vegas confirms that most of the NCR is basically back to being nearly as safe as pre war so long as you stay near civilization

Honestly I would go with diamond city. First of all I I love baseball parks and second it looks very secure. That or rivet city.

I like answering with Fallout 76 due to how few people think about it. Fort Atlas had a ton of artillery and a large armory for defense.
