  1. The afterlife in dbz is held by the universe. It is a place that has no space and time is infinite in size and transcends dimensions. That makes the afterlife hyperversal.
Ssjgod Goku and Beerus fight was stated to threaten the very fabric of existence and destroy all the macrocosm including the afterlife, a hyperversal place. Ssjgod Goku nullified the punch meant to destroy the macrocosm and absorbed the god power he was using to fight beerus into his base form
    Goku in base= hyperversal
Goku also moved a place with no time as Zeno destroyed trunks timeline and everything inside it including space and time. Goku later on went to look for Zeno and found him in trunks timeline which had no space and time and base Goku moved in it. He did the same thing in the null realm which was described to be devoid of space and time. That means Goku in base has inaccessible speed.
Goku in base= hyperversal and inaccessible speed

  3. high outerversal with irrelevant speed.
A collision between him and Beerus would have destroyed the afterlife that contains heaven that transcends dimensions and that was mentioned in a lot of data books and game guides that it is a place that does not contain the concept of time and space That makes the afterlife an outerversal structure.
And Goku was going to destroy all of this in ssjg who absorbed his power into base form making Goku at the end of the anime high outerversal in base form.

  4. He stops at Multiversal

Edit : 90% of the comments are people stating him to be inside Tier 1 and 0. Those same people make up stuff, scales incorrectly or just be trolling which I doubt they are.💀💀
