Who is he talking to though, Plagues? I’m assuming that because you had the ancient sith kill Palpatine, so no clone bodies yet. Plagues was around and knew about Maul when he was alive. Also sith came to this era from different times so it make sense that a few rule of 2 era sith could have also ended up returning.
