Well. If the Senate refused, all Palpatine had to do was order the clones to storm the Senate chamber and arrest or execute everyone in there. Kicking off his dictatorial rule a bit earlier than planned but. He still rules. Albeit, with much resistance from the galaxy's populace, I'll bet.
