I think frieza has more potential.
I don't think cooler having another form doesn't means he has more potential because if we take Goku and Gohan , I think Goku have up to 7 forms and Gohan 4 or 5 does that means Goku have more potential?
I think frieza's final form is stronger than cooler's based on the movie and also cooler is older than frieza so cooler should have trained more than frieza had ever done in his entire life and I think frieza had never trained in his entire life before namic saga

Yo major dragon, I got an idea for a what if. what if goku was born with ultra ego? for example before beerus went to sleep, he knew about the prophecy of the Ssjg he would think that thirty years is a bit too much for a challenge. He wants it as soon as possible so along with the supreme kai,he creates a spirit with his power to find a saiyan worthy of his power, because what greater challenge then someone with his own power? he can’t fight other gods of destruction so basically a win-win situation. And for some time the spirit wanders(just like yamoshis spirit) and it chooses goku. a saiyan under the care of gine, a kind hearted saiyan. So the spirit chooses goku, and it binds with goku’s being and they become one, goku’s hair become purple, and spiky. Goku is still sent off because bardock thinks he is the super saiyan and he doesn’t want the king to exile him like broly

If Cooler had the same potential as Frieza King Cold would never have bothered having Frieza. He was looking for his successor and wanted the ultimate offspring. While Cooler may have come close, he was not quite perfect. Frieza on the other hand has broken potential and is incredibly intelligent. Without ever training he was the most powerful being in the universe other than beerus.

i'll be honest, a fusion between gohan and goku from this series plus an energy buff could be strong enough
Honestly I think if goku had much as a kid and had vegeta as a training partner from child hood no one no matter how much training would be able to touch the two becuase goku went from an incredibly low power level to a God nd now he's starting over as a God plus gohan should be one broken ass saiyan because he's born from a god ki enhanced saiyan
Frieza has a higher potential, it's stated he's the only 'mutant' of his race… All his forms minus Golden and his final form, the rest are forms to suppress his power because he couldn't sustain it properly… So technically, his 'final form' is his natural form he was born as. Same with Cooler, so his 5th form was his only form past his natural base state (final form).
It's been stated Frieza has never trained a day in his life prior to 'Resurrection F', Cooler on the other hand is far different from Frieza…There's been nothing stated that Cooler has never trained, in fact, with his hatred for his brother and a willingness to put in effort to get what he wants, I'd imagine he did train over the course of his life to surpass his brother and father, which is how he got his 5th form.
Before anyone tells me Frieza's base isn't actually his final form, go look it up, please .. Even Toriyama has stated the previous 3 forms are for power suppression. So really, the only form Frieza has ever gained thats more powerful than base is 'Golden Frieza'.
It'd be interesting to see how Coolers 5th form multiplier compares to Frieza's Golden form… Golden should clap the 5th form, but Friezas base is FAR ahead of the Cooler we saw in the movie, so the comparison would have to be made using the same exact base level of power in their final forms.
The fusion is base+base then multiplied several times… Vegetto or Goku/Gohan Fusion would be leagues ahead of all the Z-Fighters giving Goku their energy
Best bet is Goku and Gohan fusion, being Father and Son makes the fusion even more potent, and then have Vegeta and the other Z-fighters lend the fusion their energy… but it'd have to he ended quick, I highly doubt they'd be able to sustain the fusion for long before separating
