  1. When you exit the Tepid Sewers through the subway tunnels to Georgetown the game is scripted indeed to always spawn there Regulators (or hired by mr. Burke Talon Company mercs if you have disarmed the bomb in Megaton), but it's OK to kill them. But better pay attention: they're fighting with someone else there as well.
