Instead of mining the moon water for fuel, we should just bring the fuel from earth with massive tanker, than recicle the tankers to use as bases, spare parts and etc…
Recycling it is more cheap and faster than harvest the moon for resources.
Especially the more advanced components like actuators of the rocket tanker, that could be used to make robots in site.
I also believe, it's possible to make a 1 km sigle stage rocket, without cargo, with a launch similar to sea dragon, just to use it's empty husk as the frame for an Oniel cylinder station, or make it out of radiation resistant materials like 1meter thick plastic or composite materials, and use as basis to build a space ship.
Kinda like how they launch a ship in the water before finishing the installation of all the systems.
