The undersea Wano in my view is a reference to the undersea monolith called the Yonaguni monument beyond the southmost Ryuku Islands which is either speculated to be a part of the ancient Yatai people or the mythical submerged continent of Mu so I believe this land could be the a canon version of the Yo Region from the non-canon One Piece graphic novel One Piece x Kyoto. If this submerged region is not the Yo region made canon it would either be called the Guni or Mu region.
This guy seems he believes he is from a supperior race. If this is the case, you just wait, time will show you your proper place…

you already know tekking that in the end when nami has finally drawn the world map, you have to invite her so that you can show and explain the world map in the final episode of geography is everything^^
You would also need to invite Robin to explain the story behind each island and how the circumstances were then and how they changed the environment. See Wano for a perfect example.
