It is shocking how many police officers don't know basic law and have zero interest in protecting constitutional rights.
Contrary to what this guy is saying, one CAN be detained for suspicion of breaking in to vehicles without having to actually attempted to break in to vehicles (which is a crime itself) when there is reasonable articulable suspicion he is about to, is or did commit a crime. However, the police are also wrong since merely looking in or recording vehicles, alone, does not arise to that level.
