Contrary to what this guy is saying, one CAN be detained for suspicion of breaking in to vehicles without having to actually attempted to break in to vehicles (which is a crime itself) when there is reasonable articulable suspicion he is about to, is or did commit a crime. However, the police are also wrong since merely looking in or recording vehicles, alone, does not arise to that level.
