And in 1975, then US Secretary of State Henry Kissinger amended the treaty by adding an "exemption clause", which stipulated that the US mutual defense areas would not be used if the Philippine troops stationed in the Spratly Islands were attacked.

The islands disputed were Chinese islands under Qing Dynasty and supported by Potsdam Declaration after Japan loss the war. ROC (government now in Taiwan, which used to rule mainland China) showed the map of China after WWII and US affirmed those were Chinese islands. However, ROC lost the Civil War and CPC became the new leaders of China, and while US supported CPC as the new leaders of China in 1970s, refused to support Chinese claims under CPC. Under the Mutual Defense Treaty of 1951 with the US, Philippines drew their map of Philippines and they did not include these Islands in 1951. Philippines only decided to grab the land in 1970s as they saw Western countries, India, Vietnam trying to grab a piece of China post war. (In the history of China, over 10 countries tried to take parts of China including HK, Shanghai, North China, East China, West China, South China, Taiwan and South China Sea).
