Natural disaster. Or wear and tear.
Bandits, rebels, an evil opposing empire, and an occasional natural disaster (including kaiju) would all make interesting opposing forces. Curses manifesting as loyalty drops might be another way to insert more challenge variety. Naturally, all of this should be capable to be turned off in a menu somewhere.
This game is very fascinating to me. I don't know why, there is just something addicting about it. This is only 2nd youtuber I've seen talk about it so far but hoping i turns out well and has an interesting mid to end game and isn't just one of those games that is interesting early and boring later.
The amount of resources you carry into the next game is a percentage of your previous runs resources. So it's always a good idea to finish the run. Right?

One of the greyed-out card types is "military".
This seems more like a tech demo than an EA. It looks like core mechanics are being tested without much pressure. If they turned up the requirements to make stacking necessary – then you'd start seeing of the game holds together.
It seems they're taking cues from the Settlers games, and I'd say that's a good place to work from. You build the economy to enable and then support a military for defense and offense. That would make any disasters more significant and enable a parallel tier of service buildings. You want wells and firefighters because if a fire takes out a farm and your economy needs to contract, now you don't have the cash or manpower to pay or conscript soldiers.
Another pressure could be upkeep. Since you're building up, the more you build the more important maintenance becomes, but it could be a cost in bricks, wood, stone and cash that you don't want to pay. It would be interesting to have it as a cost you pay up front when you select your card types – kind of like a bid on how much building you think you'll be able to do. If you stack too tall and you don't keep up maintenance – pretty soon your upper floors will become ground floors. This also opens up another tier of supports and reinforcements: wood for struts and buttresses, bricks for paving and stone for foundations.

I'm 2m in and I already like how the artist has gone to great effort to ensure that the backgrounds look like repeating textures, but they're not. I could not find a single place where anything actually repeated. Everything is very similar, but not the same. You can tell it's deliberate, and a nod to 80's/early-90's PC games

Interesting take on the deck o' cards roguelike.
This feels like a nice mix of genres beyond just mixing genres. It's trying to be it's own thing and I like where it's going.
