And if the imperium collapsed ultramar would be guilliman byzantine empire and The last Stable piece of the empire
I could definitely see the elder and the Croftwoulds helping guilliman and them becoming part of that empire

Ultra marines are NOT the largest legion, the black templar are. Even the inquisition don't know how many black templar there are.
