Russia was:
a.) the first and only country to have them,
b.) the first and only country to deploy them, &
c.) the first and only country to actually use them in combat ..
.. and they are now mass producing them, as well.
In fact, they are already working on more advanced missiles (according to them).
The US still doesn't have anything out of the prototype stage, and China has only recently developed one of their own .. probably with Russia's help.
