  19. I would imagine that their actions are not aligned with the departments missions, vision, goals and values. It written usually on the walls of headquarters on on their cars. Is this transparency, no. We all know what happens when the community doesn't believe these agencies can perform their job properly, look at any level 100 criminal justice class if you don't know the answer. They can't be effective, they won't achieve department goals and they will have no communication with the community they serve.
