neeko is not that bad if you compare it to aurelion or rengo/kha with all the reworked lethality items
neeko isnt a problem at all. her ult doesnt deal any dmg and doesnt even have the shield anymore.

Now her ult is a full lane knockup. Just think about her and yasuo in aram.
The problem isn't her disguising herself as a minion or w/e because that has counterplay. Good players will get used to keeping track of the number of minions in lane vs her.
The problem however is her ult now knocking up into a stun, giving it virtually 0 counterplay, pair this with the damage to easily 100-0 squishies and her obnoxious camouflage mechanic and you've got a balancing nightmare.

I am going to make a lot of assumptions so feel free to correct me where I'm wrong. If you were buying the same fast food (chain restaurants) in EU that you were in the states – the difference is immeasurable.
