I think Mulroney was overshadowed by the quiet, introverted competence of Harper. Harper gets little credit but he achieved economic wonders, the most impressive of which was bringing the debt /GDP down to the lowest level since the Dief/Pearson years. He also steered the country through the last financial crisis relatively unscarred. The boring nuts and bolts of good governance and not the showy style of the Trudeau's.

Housing ideas –
Tier one: We need emergency bare bones hut homes (to be adapted along the way within size limits, ie- exterior reinforcement or shed, insulation, windows, allowable add on shower/kitchen, roof room, by the homeless OWNER and donation and government, etc) for the homeless. Transport Canada has cleared unforested land and needs activists to get this land for bare bones emergency shelter. It's unused land which will not go to housing, by the highways, etc, near to amenities. Several huts would be in one place at a time. All by permit and non-liability waiver. Owners are expected to upkeep their home and environment as stipulated. They might have to bring in their own water, take out their own garbage, but a site/disposal would be available nearby where suitably accessed. People are resourceful. They will figure things out and electricity might be supplied. Best site will be with highway lighting. Washrooms would be their own eco-toilet units (plastic bags are not sustainable).
Tier two: We need low level RV/trailer home lots. Commercial camping, mobile home parks demand newer higher level properties. These would be a step above tier one, separate from current mobile and small home lots as well as the huts, but again using highway, or road land. These obviously are more self-sufficient and will upkeep the property. They may need to be closer to communities for security while the owners go to work.
Tier three: Real small homes placed in places typically not for lot houses, but wherever possible. The first thing that comes to mind is on roofs of current structures, if properly secured (they are light), like stores and apartment buildings. They might also be placed strategically on roadway or other land (industrial, if safe) in unusual places for homes where none would otherwise be. Perhaps beside train ways, but they would not be remote, for safety, ie – not in a remote forest. Translink has lots of parkish land which can be cleared of unkempt unsafe forests and owned small homes erected by permit/leasehold. The owners would have to buy their homes for the lots.
I'd say put the homeless home huts (owned by the homeless to renovate into livability as per permit, applicable room left on either side) on highway land and use nearby city land for small homes. Motor home land will also be half and half highway and community land.
Land is a premium, but unusable regular home land is perfect for emergency level permanent housing on leasehold and/or permit.
Tier 4: Building actual buildings as homes/apts. Do this in the smaller cities where land is cheap and they can be low rise. When it comes to the big city, there are large container towers which can be built. These are currently hotels.
We need advocacy groups to push this forward in the different levels of government.
