The Don transformation from 28 Weeks Later was definitely disturbing for me. Seeing Don turning into a zombie was turning my stomach upside down.
Most of the movies on this are amazing zombie films that each try to do something different with regard to how people become the zombies. Personally, I think one of the best zombie movies on here is probably Rec, the movie Quarantine is based on. It's a mixture of mystery, suspense, and horrifying sound design. Train to Busan I would say is pretty on par with this albeit it's more of a character drama. But if you're looking for something with more suspense, I think Rec delivers it a little better

The scene in Overlord I showed to my friends who thought Oh he's gonna be alright. I said u are wrong. When he bent his head scared them and me too. Good effects!

Roger, from the 1979 "Dawn of the Dead."
This one is an emotional wrecking ball of a transformation as he gets bit (twice) while trying to secure the mall. You see his painfully slow transformation just as your emotions take a breather from the dread. And while the characters almost live a "normal" life through consumerism/escapism after they make the mall their home, Roger is slowly losing body function. They succeed for a time.
Until you see Roger's one last outburst in his fight against becoming a zombie. "We whipped them, didn't we? We whipped em and we got it all!" he yells, alone and lying on the floor of a bare room, an attempt to relive the recent past glory–which ironically is already disappearing all too quickly and inevitably, as he gets closer to turning.
The final reveal of Roger turning is one you watch holding your breath. Eyes straining for any movement of the covered body underneath a blanket. Watching along with Peter from the other side of the room, gun in hand, waiting.
That first, almost-imperceptible movement and you hold still, barely breathing…until there is no more doubt. You see the final change of an inexorable demise.
The scene cutting to the gunshot from the other room makes the emotional attachment more real, as the audience has to come to terms with the loss of a character with no final catharsis of seeing a suffering person come to an end.
Instead…the audience is left feeling guilty they couldn't say farewell, and had to cower in another room with the other characters while Peter was loyal to the end. He shouldered that burden. An amazingly impacting turning scene!

I might be biased because I watched these growing up but to me the scariest Zombie transformation was in 28 Days Later when the blood drops into that guys eye, and 28 Weeks Later when Don gets bitten.
28 weeks later is in my opinion the scariest zombie movie I have watched.
