I don't think it's a "bug", but it definitely isn't working as intended. There is no way they meant to make the t2 gem more effective for hybrid builds than the t5.
As with so many other issues with New World, it points to AGS inexperience.

Formula for Magic @7:16 should be: Magic = ((MAX( str*coeff, foc*coeff ) + base weapon)*magic%)
Magic part formula displayed at 7:44 is definitely wrong. It's not addictive, and it doesn't take strength coef in it.
