In the episode Giselle states that to control a shinigami they only need to be splashed by Giselle's blood. They dont have to be dead. But to control a Quincy. They must be dead in order for Giselle to control them. Anyway enjoy pepe later all im saying
One of the past few episodes explain why Quincy's destroy Hollows, so doubt Giselle will or can use them as zombies.

They actually toned down Giselle's and Yumichika's interaction. In the Japanese broadcast, he says Giselle reeks of semen, consistent with the manga. In the Disney/Hulu version, they redubed the line to remove the implications of what he did to Bambi.
Nothing ever confirmed Hitsugaya is dead. Giselle straight up manipulates living Shinigami, like she said in the very same episode to Yumichika and Ikkaku. The only reason Bambi was killed was because Giselle can't manipulate living Quincies with her blood the same way.
Also, considering how all of the dead Shinigami, and even Bambi, are acting like stereotypical zombies but Hitsugaya is just standing there cold, I'd have to assume that he's still alive. It's pretty clear that there is a difference in how the zombies act is they're alive or dead. And we know Giselle killed those Shinigami because they are the same 11th Division members she killed last episode, as noted by Yumichika.

Bambi a pure sadist, having no care for death except for herself and Yhwach and his goals. Cutting someone in half, and enjoying manipulating emotions.. But Giselle is also a horrible sadist too even worse, killing her own leader maybe even friend and enjoying it, then bringing her life and treating her like a trash. Both are horrible people, and sadist, so you could say Bambi received karma but even for karma this is far to cruel. So it makes me uncomfortable and hate Giselle, but I think that the point. To make you disgusted and want her to be brought down.

I'm honestly more surprised that they kept the Renji/Bazz B comic banter, Giselle, I'd have been very disappointed if they removed the dialogue about her "truth", since jap pretty much don't give a fuck those issues like her in the west.
