That shadow lucky Mudkip is fake. Niantic did allow you to lucky trade shadows on day 1 of shadows being released(patched by day 2) but Mudkip wasn’t out yet in shadow form.

About the Draining Kiss Kirlia – I think the point that the guy was making is that it's a Kirlia without a hat, which has Draining Kiss.
I might be wrong, but when they released Kirlia with Draining Kiss in raids, it was also when there was an event on, where Kirlia with a hat spawned.
So getting an unobtainable legacy move on a normal Kirlia is pretty rare! No idea how he got that.
