There's an old saying: "you pay peanuts, you get monkeys"!
The people employed to write these systems are very far from being the sharpest pencils in the box, because places like the City pay top dollar to attract the best. I know because I enjoyed many very lucrative years working as a software engineer for City firms. But the irony is is that ultimately it's actually a lot cheaper to employ the best, because they really do produce vastly better systems, and they produce them a lot quicker.
There's no excuse when it's an excel spreadsheet and it's exposed to the Internet deliberately…
