They believe that no one can replace them, and actively block those from the next generation that may; thus sabotaging the very values and norms that they wish to promote and protect for future generations. Biden has never forgiven Harris for suggesting he supported segregationists in the 2019 debate, and has been holding that grudge for five years now. Otherwise Biden would be grooming Harris to take his place rather than assigning her to "glass cliff" projects like the border.
