A small group of 10-20 people should show up at that cop's house who was screaming and they should be there to peacefully protest but they should be in full kit with body armor bulletproof helmet and rifles just in case things go sideways they can protect themselves but their main objective should be to show their disappointment in his conduct peacefully while simultaneously letting him know that they choose to be peaceful but they're capable and ready to defend themselves if necessary. I kind of like the motto "We come in peace but how we leave is up to you" or "We come to make peace but we can make war if you want peace"
With qualified immunity, internal investigations and the courts giving them the right to lie (making liars out of them and taking their word in court) they should be worried that citizens might do something just as illegal to end rights violations.
