With the recent WGA and SAG strikes coming to a close, it seems Marvel is starting to revamp how it produces TV, but will it be enough to bring Marvel fans back into the fold? The brand wasn't watered down as a result of Ike Perlmutter pushing for a tv division, it was improved, because of it. Thank God, Ike Perlmutter did this over the objections of Kevin Feige.

I came to the MCU late. After the second Avengers. I tried to watch the early movie but they are bad. From my perspective all the new content is far better than the earlier movies. The first two Thor movies are unwatchable.

I'll admit Loki's S2 took some time to figure out what it was actually doing, but I'll forgive it because the season (series?) finale was the best thing Marvel has done since Endgame.
Loki S2 allegedly needed no time for reshoots, whereas Secret Invasion needed 4-8 months of reworking. It's the writing, just like in everything else. Great writing leads to a great product with less need to rush, restructure, and reshoot things. Bad writing results in a bad product with rushed CGI, plot inconsistencies, and reshoots. Shows like She-Hulk and Falcon and the Winter Soldier could've been sooooo much better with improved writing cause the concepts are very much there that would make for a good show.
The focus on volume and integration with the larger universe are both a bit off, as I think what's really needed is simply better storytelling with better character development, more substantial character arcs, and more realistic depth for characters.
One of the big problems, for example, is making characters that are overpowered and then don't use those excessive powers to solve problems in obvious ways.
The early MCU paid attention to that sort of balance with characters written so as to make choices that made sense. But that got lost along the way.
I don't know if hiring a shoe runner can fix a thing like that. I guess we'll see.
For now it looks to me like marvel is misidentifying the problem and so won't be able to solve it.

I would not really agree. I think the TV actually leans pretty solid, though not perfect. Both seasons of Loki are excellent. She-Hulk was a ton of fun after the first few episodes which took a bit too long to set everything up. Ms. Marvel has an absolutely fantastic first episode and while bad effects and weak villains bring it down, the strong cast make it a pretty enjoyable thing. Moon Knight starts well but does end poorly. Again though, great cast mostly carries it. WandaVision is great but admittedly was awhile ago. Hawkeye was mostly a lot of fun though could have used some cleaning up around the edges. None of these shows are bad though.
The Falcon and the Winter Soldier wasn't very good, but even that had some strong episodes and great moments (anything with Zemo or Isaiah Bradley) and I'm mostly inclined to give it a pass as the weakest element of the show, the villains, had to be completely reworked on the fly due to COVID and their original plans involving a pandemic. Secret Invasion is the only one I'd call bad, and ya, its pretty awful, but I'd still say that the vast majority of the MCU shows have been at least pretty good. Only a few (Loki and the second half of She-Hulk) would I call great, but I still enjoy watching them.

No matter how good tv shows marvel produces, there is one single problem – TV shows no matter what feel like homework. MCU release prior to streaming era felt like a real deal, a huge event. Now You gotta watch 5 movies, 3 tv shows as homework to catch up with MCU. I didn't even start talking plot/storyline issues, which are huuuuuuge.
Loki is great. Moonknight wouldve been good without that Kaiju fight at the end
