Which also explains why luffy is the only one he stepped in to save at marineford. Because he has to keep up the appearance of not trying to overthrow the world government. What if imu is a shadow who took over its Master's body who gained a will and that's the reason of the black outline we see where we just see the eyes and it would explain why he or she has been a life for so long if you think about it because he or she is a shadow well think about it that way if the ocean can negate devil fruits it's most likely because the death of fruits need light to work so when you think to the bottom of the Sea the devil fruit you eat would have no power or ability to save you
