You forgot the most important allies. The world government surely isn't afraid of the manpower luffy has, but they're afraid of the giant monsters of the one-piece world who never took action in probably 900 years since joyboy's death. Luffy has the extra super giant sea king monsters, thanks to shirahoshi. He has zunisha thanks to the minks, and he also has Pluton, which might be released later by Yamato and momonoske, and finally, he's about to make vegapunk his new biggest allie. And don't forget about the ancient robot😏. It'll definitely help in the final war, too. So these giant allies are what scares imu and the gorosey the most.
