  1. The Flood, in places like New Mombasa or perhaps Delta Halo, (i believe) would definitely take the Crown for 'Most Horrific'. given the magnitude of People involved. Victims of New Mombasa, for example, didn't just survive an Infection of 'Zombies' but were Glassed as their reward.
    Delta Halo was Psychological Horror, not just for the Soldiers but also the Player 😉

Man ONI really are just completely incompetent at worst, like deciding not to tell Humanity in general about the Covenant exterminating their entire race for quite a while, and the fact that they hid that the Covenant tracked humans themselves by using their Forerunner artifact finders, and at best, they are unbelievably cold-blooded and merciless like with the Spartan Programs that they themselves signed off on before the Covenant were even known about, only to act like Halsey alone was at fault for it in Halo 4, and the whole "ONI are almost exactly the Space CIA" thing they have going on

  3. So I assume this from the perspective of the UNSC unlike a all knowing Narrator perspective but still being engaging. Good job.

    The Flood certainly is one of the most deadly and dangerously capable infestation overminds to exist in fiction. Hyper potent infection, tactically and strageically capable mid fight, it's intelligence being secured as the Gravemind's personality and will remains the same with each incarnation, neural physics, stealing traits and attributes, and knowledge at a expotential adaptive processing rate.

    It worse then all known Stellaris Devouring Swarms available traits who need alot more time to build up their power and technology growth from where it began in maybe say a half of a century or two to get a high tier amount of technology. Stellaris swarm overminds and hiveminds are powerful and advance but to the Flood's Gravemind they just aren't as potentially lethal in a short span amount of time.

    There may be still a few infestations though who can match the Flood head to head even in speed and rapid adaptive responses and capacity to infect both organics and technology and keep up a cohesive momentum. Such as this one from A Fire Upon the Deep called the Blight. Those things may be one such adversary to contend with the Flood head to head as it too is hyper potent, fast, and can keep up.
