They changed the "obedience system" (idk the actual name) this generation. Now, any pokemon you catch within the level cap will always listen to you, and Iron Treads should listen regardless at this point. The only pokemon that use the old system are pokemon that are traded to you, I believe.
Well, I guess it's the right colour for that seasonal variation. (I think all of the variations are available in different parts of the region.)
Terrain is particularly big because your own ride Pokémon sets Electric Terrain when it's sent into battle and your edition's Paradox Pokémon (such as Iron Treads) are also boosted by Electric Terrain.
