You can actually do the economic focuses when you hire a certain advisor. Complete as much focuses as possible before the Great Asian War kicks off, because then you'll have bigger bonuses and better stats.
Also, yesterday 1.4 update for Kaiserreich was released, which added a completely new content for Russia and a few other countries also got reworked. So I suggest you to check out new Kaiserreich content after you'll finish this campaign.
