Fish don't drown in the air, if you pull a fish backwards while in water, water will fill their gills causing them to drown.

the word drowning is rather specific to water. You Wont usually say someone drowned in sand, you would use the unspecific 'suffocate' instead. But you would still be correctfish can absolutly drown. I don't know even if the water had zero oxygen available… you could maybe say the fish had drown, but it is more akin to suffocation.
You can say "Well drowning is death from no oxygen", but it isn't the same just like someone who chokes to death dies from no oxygen, but you wouldn't say they drowned.
I don't think fish can drown, as the act of drowning is specific to air breathing beings only.
FYI "Disciple of the Leviathan" randomly spawns special rooms with pretty busted rewards.
