I think that for you to find the other archangels you need to continue leveling up the quest board and unlock sub plot, kinda like you have the sub quest stories with the thief and frankie.
Always assume you forgot to heal, because you probably did.
Been playing since release with over 100 hours and still haven't seen a bootleg in the wild
