My personal theory: Akavir is a different (later) Kalpa to Tamriel. As such, the Tsaesci are Redguard Spirits that, thanks to their Yokudan Serpent-god Satakal, have shed their skin into a new form. That's also why they are so versed in one-handed, single-edged weapons. As a matter of fact, I believe that all of the other continents (except maybe Thras or Pyandonea) are different Kalpas from Tamriel. They all have the themes of either being completely alien, being destroyed, or having time-shenanigans going on (like Atmore literally having been frozen in time), and that travel between Tamriel and there is weird and difficult.
The Remanda has to be true, because in the Akaviri note mentions a statue of the emperor Reman. Why would he be emperor with a statue if he wasn't born and placed in his throne? Also the Tsaesci being snake vampires is anti-akaviri propaganda. This is why all akaviri skeletons and ghosts are humans. Despite them being "snake men". It was only after the akaviri purges in the 2nd era were they referred to as snake men. Their descendents still love in a city in Elsweyr called Rimmen. Named after their beloved emperor Reman. The more you know!
Remanda also might be metaphorical. As Alessia when she died became the land of Cyrodill. Which is why he boned the earth (Alessia's spirit) and she gave birth to a man with dragonborn blood. Sancre Tor also has a connection to Alessia as she was born in the town there as a slave.
