One possibility of what the terminus decree could be is that It's emperors true name. As in the lore it says that whoever speaks it is granted the power of the emperor himself.

I'd like to think the Rangda came from the Deep Warp; and that's why they were so utterly indescribable, horrific and nearly invincible.

The terminus decree is GW’s path to doing 40K2: Age of the Big E after doing the End Times but wanting to still sell models

I think the Terminus Decree is going to turn the throne into a warp bomb or warp virus of some kind that's going to fry any mind trying to connect to it and ultimately starve the chaos gods into oblivion. But as a side effect everything that is not a blank goes bye bye.

So the deep warp is basically "like" the lovecraftian beings or area of 40K, got it.

I like the idea of the deep warp, and imagine that the Chaos Gods would desire such an area to be smothered by their' realms such that they never need to remember a place that Gods fear to tread.
The statement, "There are fates worse than death" comes to mind!
As for the Terminus Decree I just have the headcannon that it is simply an authorization slip to shut down the Golden Throne and euthanize the decaying Emperor. Given how long he's been entombed and fed alongside the recent burning of Nurgle's Garden in the book Godblight I can imagine the Emperor's death being a psychic-warp catastrophy on par with the awakening/birth of Slaanesh. Countless trillions of human souls sucked into the birth of a new warp entity, an Emperor of Order, of absolutes. Terra might be swallowed into a Second Eye of not Terror, but Golden light.
Far fetched I know, but you never know what the future of 40k will bring. :3

I think terminus decree is MAD weapon. It may end humanity but also anything else there. Just an effort to spit in the eye of you enemy, to make any victory purrhic.
