michael was partly to blame for unmasking the zombie at the start, but it was ultimately the dumbass that willingly got bitten by that zombie that caused the outbreak. anyone with a brain couldve just killed the thing or used other methods to confine it, i'd assume they just tried to mask her again only to get bitten in the attempt (just like how they tried to heal sylvia's mother).
