How, when, and it's not from a lack of trying. We are unable to terraform a single solitary acre in any way that would be cost effective. Are we going to terraform an entire planet, several month's journey form the one we can't terraform now. Then there the issue of the obsession we've had in opposing with our use of HUMAN NATURE, MOTHER NATURE. Where ever human's go, they will bring along with them "HUMAN NATURE". Which is the one thing that has done more to harm ourselves and on another than Mother Nature has ever done.
The one and only thing that separates human from the supposed lessor form's of biological life, who live by Mother Nature's rules, regulations and laws. Vs we who live by Human Nature rules, regulations and laws. Is the obsession with mandating in no uncertain alphabetical, numerical and categorical term's. There is purpose. And that one and only purpose is spelled "G R E E D".
But then again, with out there being an possibilty of debate with any other biological life form. We state that we are the more intelligent. And then do what we do, when we do, how we do to not only other's biological life form's, and one another, but include ourselves at the same time. KNOWINGLY, but the obsession with having more than one need's, regardless of it actually being of any usefullness, is the one thing that has caused us to go from what we were thousand's of year's ago to what we are today. In the thousand's of year's of "MAN", we haven't change one single bit. The only thing that has changed is the graphic's. We use to view vs the graphic we now view.
Regardless of how many time's one will pay the cost of a ticket to view a new version of the movie Titanic. Only the actor's and the graphic's change. The dam boat always sink's.
If we can't (intentionally) terraform Earth by reversing climate change, what makes people think we can do it on Mars?
Dead on Arrival:
1. Mars is highly contaminated with perchlorates. Nothing will grow in Martian soil
"Perchlorate (ClO4−) is globally enriched in Martian regolith at levels commonly toxic to plants. Consequently, perchlorate in Martian regolith presents an obstacle to developing agriculture on Mars."
2. Radiation, Everyone would have to live underground because Mars has no effective magnetic field to sheild from ionzing particles & its too thin to block gamma.
3. The global will be facing the mother of all energy crisis's soon as the worlds production of Oil is in decline. Most of the Oil production comes from very old fields that are in or near terminal decline. No, Nuclear power will not save us because there is only enough economically recoverable Uranium to last to about 2050.
4. Unsustainable debt. Global Debt to GDP is about 320% (US is 370%). The level of debt is nearly unservicable and it will result in a global depression or hyper-inflationary depression.
5. War: Nations are preparing for war as resource depletion takes hold. The US started this back in 2003 with the invasion of Iraq (Dick Cheney's infamous 1999 statement: The US needs another Iraq for Oil). Now that the US has control of most of the the Middle East and discovered all of the oil fields are near terminal decline its now focused on war with Russia (the Last man standing for resources).
We need that Dynamo up and running pronto! otherwise forget about it.
First we need to go there and and study ice cores from the poles and random cores around the globe. Then we should pack up and leave. We should then pull asteroids out of their orbits and direct them at the Marian poles. Who needs nuclear energy when kinetic energy abounds. Asteroids would not only melt the poles but enough small ones or a few large ones would add mass to Mars and create more heat at its core. Also merging Demos and Phobos with a few asteroids in a stable orbit would help restart the internal Martian dynamo restarting volcanoes and radiation shield. Slow, costly but more effective with longer lasting suitability.
There’s no ‘plan’. A con perpetrated by a guy getting billions in taxpayer funding is not an actual ‘plan’.

You can mitigate the radiation problem by placing your colony at the west end of Valles Marineris in Noctus Labyrinthus, where there is, coincidentally a glacier with water ice galore. More than your colony will ever need. Also, being 4 miles below the surface in the canyon, you'll have only a fraction of that radiation and the atmospheric pressure will be 150% more than you get on the surface.
How about let’s see if we can keep the earth habitable first.

The perchlorates don't have to be an obstacle at all. They can be your beat freakin' friend on the whole planet, because they are loaded with Oxygen which gets released when they are consumed by bacteria. Yes, we have bacteria here on Earth that eat perchlorates and emit oxygen. ALSO there's nothing stopping you from growing crops in water. We know how to do that, and there's plenty of water in the Noctis glacier at the west end of Valles Marineris. This deposit is huge: 8.6 cubic miles of water ice! That is slightly larger than Lake Meade at the Hoover Dam. At 4.2 billion tons per cubic mile this represents 36.12 billion tons. At 1.014 trillion gallons per cubic mile, the glacier contains more than 8.7 trillion gallons of water.

Sure. We can't manage to live on and maintain a planet with abundant resources for which we are particularly adapted, but we're going to go and terraform a cold barren rock with next to nothing going for it but a nice view.
A coil of superconductor around each pole powered by solar cells would restore Mars' magnetosphere. Once the field is established, the solar cells could be re-purposed and the magnetic energy would serve as a reservoir.
"We Humans" don't Know a damn thing about terraforming a planet; we can't even (in the last 50 years) build a decent space station or a base on easy peasy Moon let alone Mars. Terraforming Mars is several orders of magnitude more difficult than building a permanent, sustainable base on Mars. Mars has insufficient Solar input, no magnetic field to protect life, and insufficient gravity to hold an atmosphere!
