i hope that the next generation of Warhammer progresses society as how can you expect people to not fall to chaos when the standards of living are so terrible and their is rehabilitation of those who have committed crimes. Punishment is only one aspect or law and order it does not fix the problem. Only societal change and education can fix the problems of 40k.
