Are you aware spies turn culture 5% a turn and they stack? You can also sell your map info for 200 a pop to the AI. if they don't know were they are .5 towns 1000
Is DaC the latest mod or is it Third Age Reforged?
You should hit Tharbad and make chokepoint against Dunlendings…
