Companions level up in this game through dialogue options. When a companion begins saying stuff like "Hi! Hey! Hello!" (for Gabby, for instance) they have a level up dialogue.
You should definitely backup your save file and then just spam giving that old guy meat to see if anything happens. That way you can reload if it does nothing
