Detroit used to be a great city back in the day. Now it's under judgement. A sewer.

The home owner must be New America. Clearly the core of the tree was rotted out and the home owner should have been proactive and have had the try cut down. People call the forestry department, city or county office to have such trees removed because it poses a danger to person or property. If they refuse, you always have something to fall back on during a lawsuit. First thing I did when I bought my house was to call the forestry department and have them trim the trees around the house. Any dead or damaged limbs were removed and the tree was also lifted. Once again New America needs to be proactive in their lives.
