  1. Weapons wise my thinking for meta is disruptors and missiles. Both bypass shields 100% and disruptors also bypass armor. That can be countered if the opponent uses armor or shield hardening but the AI usually doesn't. Neither of these weapons are high DPS so you'll want to plan your defenses accordingly for your opponents weapons.

  2. You should be picking leaders for your council based on their empire perks, there's not much point having them there otherwise, the governor of sirius prime for example has 3 empire traits that you could use

  3. Is it a setting, a mod or a DLC I am missing that allows the player to allocate level ups ? Currently the only time I seem to get to choose levels is when I get a hight level character, rest of the time they just seem to level on their own.

  4. Pop Approval Rating is the weighted average of pop happiness weighted by political power. So a few happy rulers will outweigh a lot of unhappy slaves. But for egalitarian societies where political power is more evenly distributed you will have to keep pops at all levels happy.
