So "Brogan" I think is a named pirate, not a rank. "Center" is spelled correctly in yank-speak. One interesting bit, in the scene where one pirate shoots the other, for a brief second one can see a female pirate chilling in the background (3:01 – 3:02) watching the fight.
Honestly, I suspect that while the Fleet will take note of the ring artifact as something to sell, if it’s really the focus of the story it will prove to be something big enough that someone in the faction is gonna decide to keep it to bolster the Fleet. After all “any sufficiently advanced technology is indistinguishable from a big gun”, and long term the Fleet will need a very big gun if they want to keep themselves together and keep the other factions at bay.

it's nice that they are joinable, being able to join factions like the raiders or forsworn has been a frustrating missing feature in Bethesda games.
