I think Dedra is Andor's sister. If you look closely she's not a natural blonde and as you said they're most likely going to end up on opposing sides.
The Imperial guy (Yularon?) seemed very noble and kind (albeit very professional) in the Clone Wars show. He sure drank the Empire Kool-Aid. Bad leadership creates bad people.
For some 14 or 15 years, Bail Organa has been secretly using his wealth and resources and political power and influence for humanitarian relief efforts, and to recruit and coordinate rebel cell activity against the Empire. Ahsoka was within Organa's network of rebel factions when she took command of Organa's intellegence network and called herself "Fulcrum." Discontent for the Imperial Government inspires an increasing amount of independent rebel activity against the Empire, but the network of rebel cells that Organa has established, the one that the common man on the street has evidently been calling, "Rebellion," is growing so fast that it seems like anything anyone does is IMMEDIATELY perceived as Rebellion, or Rebel activity. (On the street, the 2 terms are interchangeable, since no one in the galaxy knows the difference anyway.)
So when Sgt Mosk heard about the 2 dead officers, he brought up the "pockets of fomenting," likely associating Cassian Andor with the Rebellion. He never directly said it, but he did bring up the Rebellion, what he or anyone else would know of it, while talking about Cassian. Either way, Karn came away from that conversation thinking Cassian part of the Rebellion. When he sees the report about the Aldhani heist, it seems like he might think Andor could be a part of it. Either way, in Episode 7, Karn calls Cassian a rebel, having no evidence that the death of the officers has anything at all to do with Rebel activity, and no evidence that Cassian was ever associated with Rebel activity in the past.
Dedra Meero, having not even any HINT of evidence that the Starpath unit theft was even REMOTELY related to Rebel activity, ASSUMED that Rebels took it, and she considered all rebel activity to be part of a unified group. She didn't say the words then, but what she said left no room for doubt as to what she was thinking. And then in Episode 7, she came right out and said it. Her mind INSTANTLY went to Rebellion, to something coordinated, again, since the man on the street doesn't know about independent cell activity; it's all Rebellion to him, like Andor killing the 2 guards, and the Starpath unit theft. Whether the word is specifically used or not, you know what they're thinking by the way they speak of it. The viewer of the show knows the difference, but the people in the show don't.
The man in Luthen's shop said that the news reported "a big Rebel attack" (capital R) only a few hours after the heist, immediately associating it with the Rebellion before a proper investigation can make the determination.
The only person who MIGHT have made a distinction between the organized Rebel activity, or Rebellion, and independent rebel activity, and this is a big "MIGHT," because I can't really tell, is Wulf Yularen.
The point of this is, there is already a Rebellion that has been growing in activity and size so that the word Rebellion is evidently already in very common use before the first episode, thr Rebellion is what's spoken of when people in the show use the word Rebel. The Rebellion is the FIRST THING on people's minds even for activity that's 100% unrelated to rebel activity.
I'm beginning to think that part of the success of the Rebellion is the fact that anytime someone did anything, there are people who think it's part of an organized rebel movement. That heist on Aldhani was done by a rebel cell, not an organized Rebellion. But the news reports the very next day made a sensationalized claim, as if an orgnaization attacked the Empire. The heist really can be perceived as an announcement, but it's not in the least what Dedra meant when she said i

I am surprised you did not realize that, what is with people today, first why files guy sats Feu Fighters was random, when it was because Feu is Fire in French and they looked like fire in the sky. I got an Audio Easter egg for episode 7. The end credits music has a number of phases and the second phase matches a piece of music from around 1994 by a British band called Pop Will Eat Itself or simply PWEI. The piece of music in question by PWEI is "Everything's Cool". The second phase of "Everthing's Cool" matches musically the second phase of the Andor end credit's of episode 7. The important part though is the lyrics in "Everything's Cool" it matches the temperament at this point of the series with the beginning of "The Rebellion"

The scenes of Andor's arrest and incarceration makes me think of what's going on in Florida with people being arrested for registering to vote and voting.
That intro to the holiday planet with the birds flying over the water, and the stereotypical YouTube influencer music playing made me laugh. So cool to see sarcastic humour like that in a Star Wars release.
Disney's other Star Wars shows aren't nearly as good as Andor and Andor doesn't even have lightsabers nor the Force at this point. That just goes to show how badly Disney has f'ed up the Star Wars universe.
