I tend to associate Noel with Mako from GuP: She's sleepy, the tank driver – or would be if it were operational – and clearly knowledgeable, at least in terms of technology.
Most of the military equipment in the show is German, but the architecture and other cultural aspects come from various countries, so Helvetia can't be pinned down to a single country as we know them.
The next episode starts to draw a few things together, but only a little at this point.
