Computer chips and tech is comparable to oil. Getting resources is a global thing. Tesla has factorys in california, but the matireals are imported. Those batterys are awful. Its toxic waste and requires slave labor. But rich people dont care about things like that, and our politicians dont care because it doesnt affect their base.
