if I remember correctly I think that is shinylocked
after looking into it further most if not all of the static encounters are shiny locked in the dlc this includes some non-legendary pokemon however after looking at some of the data mines I can't definitively say that this is shiny locked I will look more into it though
Um I don't want to disapoint u but the chance of finding a jumbo pokemon random without humungo power 3 is around 1 in 16000
