It is worth noting that the 'Super Scooper', originally named the Cl-215, is a Canadian designed and built aircraft. Canada has the largest fleet of them (64) in service but the aircraft has been sold internationally as well.
Please understand,,, the filling of the water tanks is no small feat. Water comes in fast, literally scooped from the surface. As the tanks fill, the weight of the aircraft increases. During this phase, airspeed must be carefully increased to create extra lift, to overcome the increased weight. Too fast, too much lift = no water intake. Too low, may cause the aircraft to dip too low = sudden drag that could pull the aircraft out of its flight path.
The point is, I'm quiet sure Canadair companie has tried to sale their planes CL-215 to US since its beginning (like 50-60 years ago) and I bet the Americans just didn't want to buy them then. It's a little bit late to awake. Even if some specialists claim to real way to avoid those fires is more about the way we plan our forrests than our capacity to extinguish them.
